Chelsea have been hit with a massive £10.75m fine and a suspended transfer ban following a Premier League investigation. The sanctions stem from a series of historical rule breaches that occurred under the club’s previous ownership.
The investigation focused on undisclosed payments made by third parties associated with the club between 2011 and 2018. These financial irregularities took place during the Roman Abramovich era and were not reported to the relevant football authorities at the time.
The Premier League acknowledged Chelsea’s “exceptional cooperation” during the process. The current ownership group, led by Todd Boehly, voluntarily self-reported the potential breaches after uncovering incomplete financial records during their 2022 due diligence process.
As part of the punishment, the club has also been hit with an immediate nine-month ban on registering any new academy players.
While additions to the senior squad are permitted, a one-year ban on first-team signings has been suspended for two years. This means the club can continue signing players now, provided they do not commit further breaches.
The charges related to breaches of the Premier League’s rules on financial reporting, third-party investment, and youth development. The league ruled that the undisclosed payments were made for the benefit of the club and should have been officially declared.
The Premier League Board found that the failure to disclose these payments at the time they were committed constituted a breach of the requirement to act in good faith towards the league. This is a fundamental regulation for all member clubs regarding their financial submissions.
Despite the historical irregularities, a recalculation confirmed that Chelsea would still have complied with PSR limits during the relevant periods. This finding was a major factor in the club avoiding a more severe points deduction.
The investigation reportedly examined the financial details of major historical deals, including those involving Eden Hazard, Willian, and Samuel Eto’o.
While the Premier League case is now settled via a sanction agreement, the club remains under the microscope. The FA’s case regarding similar offences remains ongoing.
