Kirkpatrick said the officers are now in stable condition.

“It was very intentional behaviour. This man was trying to run over as many people as he possibly could,” said Kirkpatrick in a news conference Wednesday morning, adding that the suspect was “hellbent on creating the carnage and damage.”

Mayor LaToya Cantrell described the massacre as a “terrorist attack.”

An investigation into the identity and potential motive of the incident is underway by the FBI.

Alethea Duncan, an assistant special agent in charge with the FBI in New Orleans, said that investigators have discovered what appears to be improvised explosive devices in the truck.

They are trying to conclude if they were active, Duncan said.

It is unclear how the terrorist attack will impact the 91st Sugar Bowl hosted by New Orleans.

The University of Georgia is expected to play Notre Dame at 8:45pm ET.

Many people made their way there for the event.

The White House said outgoing President Joe Biden, who is in Delaware for a wedding, has been briefed about the incident.
