A 6.9 magnitude earthquake has devastated Cebu, an island in the Philippines. First responders are now racing to save survivors as makeshift hospitals struggle to treat the injured. The earthquake is the deadliest to hit the country in over a decade and has killed dozens of people. NBC News’ Janis Mackey Frayer reports.
