Canadian Prime Minister Mark Carney told the European Parliament in France that he is interested in making his country the first “associate member” of the E.U. It comes as Canada and western Europe’s relationship with the U.S. has become strained in recent months. NBC News’ Matt Bodner explains the benefits of the new alliance.
