Previously top-secret CIA files allege that the US plans to control the world by manipulating the weather.

The documents surrounding weather modification were declassified in 2003, and discuss the tactic of launching rockets or planes to release chemicals into the atmosphere that alter the climate and storm systems.

These documents resurfaced from 1965, and highlighted how this tactic could be use as a weapon of war in the future.

However, it did not specify what chemicals were used in the experiments.

The documents stated that federal funding for weather modification was due to be four times higher in 1967 – the year the US began spraying toxins over Vietnam to cause floods and landslides.

One post on X commented: “The CIA has been poisoning the sky and controlling the weather since 1965!”

Now, conspiracy theorists have recently shared the 18-page reports after it was previously quietly placed into the CIA’s public archives.

Inside included a letter from US President Lyndon B Johnson who praised the operation, following a speech he gave on the work to create ‘weather satellites’ with the power to strengthen storms, according to the Daily Mail.

In this address that Johnson gave at Southwest Texas State University in May 1962, then-Vice President Johnson said: “He who controls the weather will control the world.”

Johnson became president just 18 months after this and, during his presidency, oversaw two infamous weather projects – Project Stormfury and Project Popeye.

Documents indicate that by 1965 government programmes were already underway, including Project Stormfury, which flew into hurricanes and seeded them with a freezing agent called silver iodide to try to weaken the storms by disrupting their inner structures.

Johnson addresses the project in the CIA report, mentioning the work to manipulate a hurricane near Florida, believed to be Hurricane Betsy, which made landfall in Louisiana as a major Category 4 storm.

By 1967, Project Popeye was in action, which artificially extended Vietnam’s monsoon season during the war.

Johnson fully supported this project, as he was determined the US beat the Soviet Union’s efforts to control the weather.

Now, the country maintains that weather modification has only ever been used to help weaken dangerous storms and induce rain in drought-stricken areas.

US Health Secretary Robert F Kennedy Jr and environmental researcher Dane Wigington allege that chemtrails contain toxins and metals, including aluminum, barium, strontium and even mercury.

In April 2025, RFK Jr said: “Those materials are put in jet fuel. I’m going to do everything in my power to stop it. Find out who’s doing it and holding them accountable.”

A large majority of scientists have stated this theory is false, claiming that most condensation trails, or ‘contrails,’ are the result of water vapor from aircraft exhaust freezing into ice crystals as they hit cold air at high altitudes.
